The Index Committee designs the Indicators with Doublethink Lab and reconvenes to revise them as PRC influence techniques evolve. The first committee developed the Indicators in January–February 2021; the committee reconvened in 2023 to revise them for the 2024 edition.

## Project Directors

  Puma Shen (沈伯洋) is a legislator in the Legislative Yuan of Taiwan, specializing in criminal law and sociology of law. His areas of expertise include white-collar crime, juvenile delinquency, and cognitive warfare.

  After obtaining his doctoral degree from the University of California, Irvine in 2017, Puma returned to Taiwan to focus on research regarding influence operations and CCP infiltration.

  With a background in law and human rights advocacy, Shen is deeply passionate about social justice and human rights issues. He has dedicated himself to the advancement of human rights, previously serving as the vice chairman of the Taiwan Association for Human Rights.

  Additionally, Shen is the Co-Founder of Doublethink Lab and the Founder of Kuma Academy. Through research and advocacy efforts, he aims to contribute to the establishment of a more just and equitable society for the Taiwanese people.

  Ttcat (Min-hsuan Wu) is the co-founder and CEO of Doublethink Lab, a Taiwan-based organization that operates at the intersection of the internet, public discourse, civil society, and democratic governance. Doublethink Lab researches evolving threats to democracy and devises strategies to counter them. He is focused on mapping PRC online information operation mechanisms and facilitating global civil society networks to combat digital authoritarianism. Over a decade and a half, Ttcat has committed to LGBTIQA+, environmental, open government, and digital rights movements as an activist and campaigner.

  Bonnie S. Glaser is managing director of GMF’s Indo-Pacific program. She is also a nonresident fellow with the Lowy Institute in Sydney, Australia, and a senior associate with the Pacific Forum. She is a co-author of US-Taiwan Relations: Will China's Challenge Lead to a Crisis (Brookings Press, April 2023). She was previously senior adviser for Asia and the director of the China Power Project at the Center for Strategic and International Studies. Glaser has worked at the intersection of Asia-Pacific geopolitics and US policy for more than three decades.

  From 2008 to mid-2015, she was a senior adviser with the CSIS Freeman Chair in China Studies, and from 2003 to 2008, she was a senior associate in the CSIS International Security Program. Prior to joining CSIS, she served as a consultant for various U.S. government offices, including the Departments of Defense and State. Ms. Glaser has published widely in academic and policy journals, including the Washington Quarterly, China Quarterly, Asian Survey, International Security, Contemporary Southeast Asia, American Foreign Policy Interests, Far Eastern Economic Review, and Korean Journal of Defense Analysis, as well as in leading newspapers such as the New York Times and Wall Street Journal and in various edited volumes on Asian security. She is currently a board member of the U.S. Committee of the Council for Security Cooperation in the Asia Pacific and a member of both the Council on Foreign Relations and the International Institute for Strategic Studies. She served as a member of the Defense Department’s Defense Policy Board China Panel in 1997. Ms. Glaser received her B.A. in political science from Boston University and her M.A. with concentrations in international economics and Chinese studies from the Johns Hopkins School of Advanced International Studies.

  Senior Fellow at Sinopsis specializing in China's domestic affairs and international relations, with extensive publications on these topics. He has been commissioned by Canadian and international agencies to produce strategic reports on China’s relations with the Western and developing worlds. From 1989 to 2020, he was a professor in the Department of Political Science at Brock University, focusing on comparative politics, China-Canada relations, and human rights. He also served as a counsellor at the Canadian Embassy to China in the early 1990s and late 1990s - 2000, and previously worked for the Communications Security Establishment at the Canadian Department of National Defence. Charles holds a PhD from the University of Toronto, having also studied at Cambridge University and Fudan University. He was an Izaak Walton Killam Memorial Post-Doctoral Scholar at the University of Alberta from 1986 to 1988.

  Glenn Tiffert is a distinguished research fellow at the Hoover Institution at Stanford University, where he co-chairs its Program on the US, China, and the World and leads Stanford’s participation in the US National Science Foundation’s SECURE program, a \$67 million effort to enhance the security and integrity of the US research enterprise. A historian of modern China, Dr. Tiffert‘s academic research focuses on the PRC‘s political and legal systems. His publications include studies on the Chinese judiciary, the drafting of the PRC Constitution, and more recently disinformation and digital censorship of the historical record. He works closely with government and civil society partners in the United States and elsewhere around the world to document and build resilience against authoritarian interference with democratic institutions, particularly in the knowledge sector.

  J. Michael Cole is a Taipei-based senior fellow with the Global Taiwan Institute in Washington, D.C., the Macdonald-Laurier Institute in Ottawa, Canada, and the Taiwan Studies Programme at the University of Nottingham, UK. Prior to moving to Taiwan in 2005, he was an analyst with the Canadian Security Intelligence Service (CSIS) in Ottawa. He holds a Master‘s Degree in War Studies from the Royal Military College of Canada. His two latest books, Cross-Strait Relations Since 2016: The End of the Illusion (Routledge) and Insidious Power: How China Undermines Global Democracy (co-edited with Dr. Hsu Szu-chien; Eastbridge), were both published in 2020.

  Michael Mazza is a visiting fellow at the American Enterprise Institute (AEI), where he analyzes US defense policy in the Asia-Pacific region, Chinese military modernization, cross–Taiwan Strait relations, Korean Peninsula security, and US interests in Southeast Asia. He is also a senior non-resident fellow at the Global Taiwan Institute (GTI) and a non-resident fellow at the German Marshall Fund of the United States. He writes regularly for the Global Taiwan Brief, GTI‘s biweekly publication, and he has contributed to numerous AEI studies on American grand strategy in Asia, US defense strategy in the Asia-Pacific, and Taiwanese defense strategy. His published work includes pieces in The Wall Street Journal Asia, Los Angeles Times, Foreign Affairs, and Foreign Policy.

Department of Political Science at Brock University specializing in Comparative Politics, Government and Politics of China, Canada-China Relations and Human Rights, 1989-2020. Counsellor at the Canadian Embassy to China between 1991-1993 and 1998-2000. Previously worked at the Communications Security Establishment of the Canadian Department of National Defence. He has published extensively on Chinese and North Korean affairs and Canada-China relations and has been commissioned to write reports on matters relating to Canada's relations with China for agencies of the Government of Canada.

  Glenn Tiffert is a research fellow at the Hoover Institution and a historian of modern China. He manages the Hoover project on China’s Global Sharp Power. Editor of the 2020 Hoover report Global Engagement: Rethinking Risk in the Research Enterprise, he works closely with government and civil society partners to document and build resilience against authoritarian interference with democratic institutions. He is also pioneering the integration of computational methods drawn from data science into the study of Chinese history.

  J. Michael Cole is a Taipei-based senior fellow with the Macdonald-Laurier Institute in Ottawa, senior fellow with the Taiwan Studies Programme at the University of Nottingham, U.K., senior fellow with the Global Taiwan Institute in Washington, D.C., and associate researcher with the French Center for Research on Contemporary China (CEFC). Prior to moving to Taiwan in 2005, he was an analyst with the Canadian Security Intelligence Service (CSIS)  in Ottawa. He is co-editor with Dr. Hsu Szuchien, of Insidious Power: How China Undermines Global Democracy, published in 2020.

  Michael Mazza is a senior non-resident fellow at the Global Taiwan Institute (GTI). He is also a visiting fellow in foreign and defense policy studies at the American Enterprise Institute (AEI), where he analyzes U.S. defense policy in the Asia-Pacific region, Chinese military modernization, cross-Strait relations, Korean Peninsula security, and U.S. strategy in Southeast Asia. Mr. Mazza has contributed to numerous AEI studies on Asian security issues. He was recognized as a 2010-2011 Foreign Policy Initiative Future Leader.

<Person name="Maya Wang" role="Human Rights Watch">
  Maya Wang is the senior China researcher at Human Rights Watch. Wang has researched and written extensively on the use of torture, arbitrary detention, human rights defenders, civil society, disability rights, and women’s rights in China. She is also an expert on human rights in Hong Kong and Xinjiang. In recent years, her original research on China’s use of technology for mass surveillance, including the use of biometrics, artificial intelligence and big data, has helped galvanize international attention on these developments in China and globally.

  Nadège Rolland is Senior Fellow for Political and Security Affairs at NBR, and a Nonresident Fellow at the Lowy Institute. Her research focuses mainly on Chinese politics, foreign and defense policy, grand strategy, and the changes in global dynamics resulting from the rise of China. Drawing on her twenty years of experience as a French government official, she also examines the prospects for transatlantic cooperation in research and policy related to Asia.

  Dr. Lee Roy Chun is currently the director of The Economic Law Research Center, Chung-Hua Institution for Economic Research. His research focuses on trade in service, regional integration, regulatory and competition policy and communications convergence.
