It shall also be noted that, while some countries have regulations that prohibit further procurement of such devices, telecoms may not always follow the rules, or they’re currently phasing out such devices and the process is not yet completed, e.g. rural/small-scale telecoms in the U.S.; in these cases, the answer shall still be “1–4” (i.e. not 0), with a brief explanation on the supplementary note to elaborate the current status, if feasible.
