Background

To address the various challenges posed by PRC’s growing influence, Doublethink Lab is taking the role of establishing a global network, China In The World (CITW), that facilitates knowledge sharing, capacity building, and collaboration toward international advocacy among civil society. The China Index is the first cross-regional project to be conducted in the CITW network. Through the Index, we seek to establish an interactive and geographic world map that visualizes China’s expanding influence in different countries. The Index will focus on PRC’s influence in nine domains: media, foreign policy, academia, domestic politics, economy, technology, society, military, and law enforcement. Each of these domains will contain 11 key indicators for measurement and will present comparable data collected by regional partner organizations (as respondents or reviewers) through collaboration with local experts. We expect the final outcome will provide a broad and far-reaching view that enhances global understanding and awareness, particularly for policymakers, academics, and advocacy networks. The pilot version of the China Index aims to collect ratings for 41 countries in 8 regions during the period of March to June 2021. The final launch date will be decided based on the quality of results, in consultation with regional partners and the CITW network.

Funders and the host

The China Index project is funded by Foreign, Commonwealth & Development Office, UK and led by Doublethink Lab. Doublethink Lab (DTL) is an organization that operates at the intersection of the internet, public discourse, civil society, and democratic governance, researching modern threats to democracy and devising strategies to counter them. DTL also focuses on mapping online information operation mechanisms as well as surveillance technology exportation and digital authoritarianism.
